City-Wide Housing & Infrastructure Conditions

Windshield Survey and Needs Assessment

 

The City of Lexington was awarded a Community Development Block Grant (CDBG) Planning Grant from the Virginia Department of Housing and Community Development to conduct a comprehensive assessment of the conditions and needs throughout the city. The City of Lexington is requesting proposals from qualified firms or individuals to complete a city-wide housing and infrastructure conditions windshield survey and needs assessment. The chosen consultant will assess the condition of housing and infrastructure for the entire city and develop a list of priority areas that should be targeted for future investments in housing rehabilitation and infrastructure improvements.

 

Proposals will be evaluated based on, prior experience with CDBG Planning Grants or related housing rehabilitation and infrastructure needs assessments; qualifications and experience of individuals assigned to the project; assessment of work from localities for which similar services have been performed; strength of references; and, anticipated time for completion of the required scope. All proposals should be submitted to Joshua Smoot, Regional Planner, Central Shenandoah Planning District Commission, at 112 MacTanly Place, Staunton, Virginia 24401, (540) 885-5174 ext 121 or joshua@cspdc.org. Proposals must be received by 5:00 PM on Friday, May 12, 2024 to be considered. Late proposals will not be considered. Minority- and/or female-owned businesses or firm and Section 3 businesses or firms are encouraged to submit proposals. The City of Lexington is an Equal Opportunity Employer.

 

AMENDMENT TO PAGE 5 OF THE RFP:

On page 5 of the RFP, it states:

“All Proposals should be submitted to Joshua Smoot, Regional Planner, Central Shenandoah Planning District Commission, 112 MacTanly Place, Staunton, VA 24401, (540) 885-5174 ext 121or joshua@cspdc.org. Proposals must be received by 5 PM on May 10, 2024 in order to be considered. Late proposals will not be considered. Proposals may be hand-delivered to 112 MacTanly Place, Staunton, VA 24401, or may be sent by FedEx, UPS, or postal mail.”

We want to clarify that proposals must be submitted to Joshua Smoot, Regional Planner, CSPDC. However, proposals may be submitted via email, to joshua@cspdc.orgor proposals may be hand delivered or sent via FedEx/UPS/USPS to 112 MacTanly Place, Staungon, VA 24401.
